Keane is set to leave White Hart Lane in January after failing to secure a regular first-team place and is fourth choice behind Jermain Defoe, Peter Crouch and Roman Pavlyuchenko.
The prolific forward is keen to get his career back on track and has been strongly linked with a move to West Ham or Newcastle.
But Redknapp insists Keane will not be allowed to join another club on loan and will only consider letting him leave if they receive the right offer when the transfer window re-opens.
Redknapp said: "Robbie's name keeps coming up, but it's not for loan. If he is going to he wants to move on a permanent. It would have to be a good club for him.
"He is still a top player and he is not just going to go anywhere. He may as well stay here and fight for his place.
"He has still got fantastic ability and enthusiasm for the game and we will have to wait and see what happens."
