Carroll joins Harry Kane and Paul-Jose Mpoku at Brisbane Road to strengthen the link between the two London clubs.
Orient's continued connection to Tottenham has been questioned over recent weeks due to Spurs bid for the Olympic stadium, but both teams still seem happy to continue their successful loan agreements.
Orient have been struggling with injuries in midfield over the last month, with Adam Chambers still out and Stephen Dawson picking up a knock on Tuesday night. So 18-year-old Carroll's arrival should add more depth to the squad.
Carroll signed a professional contract with Spurs in 2010 and scored an impressive 10 goals in 21 Premier Academy League appearances last season.
