The striker has found himself on the peripheries at the Nou Camp this season as he struggles to displace Pep Guardiola's preferred front trio of David Villa, Lionel Messi and Pedro.
Spanish publication Sport reported earlier this month that Liverpool were considering a €20 million summer move for the out-of-favour 20-year-old and now El Mundo Deportivo claims that Arsenal and Spurs are ready to enter the race.
The Spaniard has been earmarked for greatness ever since his early teens and would no doubt prove to be a coup for any of his potential suitors.
Should Liverpool seal a deal for Bojan then it would serve as further evidence of Reds owners New England Sports Ventures (NESV) to invest heavily in young talent.
Liverpool director of football strategy Damien Comolli has been tasked with identifying potential acquisitions and is thought to have earmarked Bojan as a player who could make a big impact at Anfield.
However, Liverpool will have their work cut out in pursuit of the forward, who is reported to favour a switch to a side playing Champions League football - something Arsenal and Spurs are more likely to offer.
Arsenal seemingly have the best chance of signing Bojan thanks to their attacking philosophy and their reputation for nurturing talent, although Arsene Wenger's frugality may hinder any potential bid.
Conversely, Spurs are seemingly desperate to splash out in order to bring a big-name player to White Hart Lane and will provide serious competition for Liverpool and Arsenal in pursuit of Bojan.
Spurs tried in vain to sign a number of big-money targets in January - failing in attempts to land Giuseppe Rossi and Fernando Llorente - and are prepared to spend heavily to land a marquee signing.
"The chairman would have bought someone for £30million though, for sure. He wanted to bring someone in," said the Tottenham boss Harry Redknapp.
"There was no doubt that he wanted to do it. He wanted to get somebody in and if Daniel [Levy] and [Tottenham owner] Joe Lewis can find the right people they will have a go again."
